1. Without surprise, the price of gasoline rose sharply last week.
2. At the same time that the hurricane Gustav hit United States, the price of gasoline rose sharply last week.
3. The price of gasoline rose sharply last week, but people did not change their driving habit
Richard: Good work! #1--the wording would be better as "not surprisingly"; #2--omit "the" before hurricane; #3--you need to make "habit" plural.
